FRAMEWORK ACT ON GREEN GROWTH
CHAPTER I General
Provisions
ARTICLE 1
(Purpose)
The purpose
of this Act is to lay the foundation for Low Carbon, Green Growth for balance between
economic prosperity and environmental protection and to strengthen the country's
economy by utilizing green technology and green industries as growth engines
and its purpose also includes to help improve the quality of people's lives and
to become a mature advanced nation that fulfills responsibilities as a member
of the international community, by realizing a low-carbon society.
ARTICLE 2
(Definitions)
The terms
used in this Act shall be defined as follows:
PARAGRAPH
1. The term "Low
Carbon" means mitigating greenhouse gases to an
acceptable level by: lowering dependency on fossil fuel; expanding the use and the
distribution of clean energy; pursuing green technology R&D; and expanding carbon
sinks.
PARAGRAPH
2. The term "Green
Growth" means economic growth in harmony with environmental
protection achieved by: curtailing climate change and environmental damage by
saving and using energy and resources efficiently; securing R&D on clean
energy and green technology providing new growth engines and new jobs.
PARAGRAPH
3. The term "Green Technology" means technology that contributes to minimizing
the emissions of greenhouse gases and pollutants by saving energy and resources
and utilizing them efficiently throughout the entire process of social and
economic activities, such as technology for greenhouse gas emissions reduction,
technology for efficient use of energy, technology for clean production,
technology for clean energy and technology for resource recycling and environmental-friendly
technologies (including other related convergent technologies).
ARTICLE 3 (Relationship
to Other Laws)
PARAGRAPH
1. This Act shall precede
any other Laws when it comes to Low Carbon, Green Growth.
PARAGRAPH
2. In case of
establishment or revision of other Acts related to Low Carbon, Green Growth,
the Laws shall comply with the Purpose and the Basic Principles of this Act.
PARAGRAPH
3. Administrative plans
and policies that the State and local governments establish under other decrees
shall be in accordance with Article 8 of the present Act (Basic Principles of
Low Carbon, Green Growth) and Article 9 (National strategies for Low Carbon,
Green Growth).
CHAPTER II
National Strategies for Low Carbon, Green Growth
ARTICLE 4 (Establishment
and Implementation of Promotion Plans from the Central Administrative Agency)
① For an effective and successful execution of
National Strategies for Low Carbon, Green Growth, heads of central
administrative agencies shall establish and execute an action plan (hereinafter
referred to as “Central
Executive Plan”) under
their jurisdiction as prescribed by Presidential Decree.
② Heads of central administrative agencies shall,
in case of drafting or revising Central Executive Plan, report to the Presidential Committee on Green
Growth under Article 14 under their jurisdiction as prescribed by Presidential
Decree. This shall not, however, apply to minor changes prescribed by the Presidential
